The Festival’s first discussion panel tackled the political and economic aspects of the following issues: the emergence of new image broadcasting technologies – like cable TV, pay-per-view and UHF –how they are developing in other countries, and how they arrive in Brazil; concession of new television channels, and the renewal of existing ones. Cândido Mendes stressed the need to consider how new mass communication techniques are resizing the electronic communication process, and how to ensure that the Brazilian society has access to these technologies.
