One of the Festival’s most important initiatives was its hosting of three meetings, named “Free Antenna,” to discuss with artists and the audience the changes required for a right to information policy in Brazil and the necessary modifications to the Brazilian Telecommunications Code in the upcoming Constituent Assembly.
For the first time in the history of the Festival, producers were able to organize into workgroups that reviewed proposals to be submitted to the President of the Republic, in order to regulate activities of interest to independent production companies: the right to obtain space for their programs on Brazilian TV channels, either through slots on educational channels or through the creation of low-power UHF channels.
