First day of the debates organized by the APTI (Association of Independent Television Producers of São Paulo), represented by Alberto Baumstein. The panel discussed three different aspects of communication laws (Act 4,117, from 1962): the criteria for concession of television channels; the issue of protection to independent productions; and the legal framework for video – which, at that time, was regarded as a field of audio visual production, and thus was governed by the National Film Council (Concine).
